Almost every application we handle has one moment where a few minutes of thought saves a few hundred dirhams and several weeks later on. It is not the company name and it is not the shareholding. It is the list of activities the licence will carry.

The pattern is consistent. Somebody describes the business they are running today, picks the single activity that matches it exactly, and moves on because a shorter list feels tidier and possibly cheaper. Then the business does what businesses do, which is change slightly, and a revenue line appears that the licence does not cover.

How the lists are structured

Every licence carries permitted activities drawn from the authority's own classification, and the company may only do what is on that list. The families correspond to licence types. A commercial licence covers buying and selling goods. A professional or service licence covers consultancy and the provision of expertise. An industrial licence covers manufacturing and processing. An e-commerce licence covers online selling. A general trading licence permits a broad range of goods rather than a named list, and it costs more because it is broader.

You cannot combine a commercial trading activity with a professional consultancy on one licence, because they are different licence types rather than different activities within a type. That specific combination is the one people most often assume is possible, usually because they genuinely do both.

Why three beats one

With a ten activity allowance there is real room to describe the business properly rather than minimally. Additional activities are chargeable and the rate is confirmed in your quote Ajman NuVentures Centre's published rate card, so being thorough at application is a small, known cost.

Amending the list afterwards is a different exercise. It is an application, it carries a fee, it produces a reissued licence, and it takes time during which the new revenue line is technically outside what you are licensed to do. None of that is dramatic and all of it is avoidable.

So the sensible approach is to list the activities you might plausibly do inside the next two years. The constraint is honesty rather than ambition: list what you could realistically do, not everything in the catalogue, because a licence describing a business you obviously are not running raises questions at banks and at customers. Filling the empty slots at application is usually free. Filling them six months later is an application, a fee and a reissued licence.

The activities that need somebody else to say yes

A number of activities cannot be licensed by the zone alone and require clearance from a regulator outside it. This is the single largest cause of a setup timeline moving from weeks to months, and it is entirely predictable if the activity is checked before quoting.

Financial activities including payments, lending, insurance and investment advice sit with the relevant financial regulator. Healthcare and anything medical needs health authority approval. Education and training need the education authority. Food handling needs municipality clearance. Media, publishing and advertising can require media authority sign off. Professions such as legal services, auditing and engineering carry their own requirements, which often attach to a named qualified individual rather than to the company.

There is no way to shortcut any of these and no agent has influence over them. What a competent agent can do is tell you at the quote stage that your activity carries one, so the timeline you plan around is real. A two week promise on a regulated activity is a sign to ask more questions.

Where a broad list works against you

There is a counterweight and it is worth knowing. A very broad activity list, particularly general trading, is commercially useful and unhelpful at a bank's compliance desk. Compliance teams are trying to match expected money flows against a stated business, and a licence permitting almost anything makes that match impossible to evidence.

The practical resolution is to keep the licence appropriately broad and to apply to the bank with a narrow, honest description of the business you actually run, supported by contracts, invoices or a website. The licence sets the legal boundary. The bank application describes the reality inside it. Those are allowed to differ in scope, and explaining the difference clearly is far more effective than either narrowing the licence or hoping nobody asks.

A short checklist

Before submitting, answer four questions. What do you sell today. What might you plausibly sell within two years. Do all of those sit in the same licence family. Does any of them need approval from a regulator outside the zone.

If the answers are clean, the application is straightforward and the licence will still fit the business in eighteen months. If the second and third answers conflict, you are looking at either a different licence type or two licences, and knowing that before you pay is considerably better than discovering it afterwards.
